A VAT qualifying  car  is  that  has  previously been owned  by a company  that  is registered  for VAT and  has  completed  VAT  returns for more  than two  years. Private individuals are not VAT registered therefore not in able to claim the VAT refund. It is worthwhile looking for a car to purchase that the seller can claim the VAT back.
